Early Childhood Education Enrollment Rate in Morocco Surged to 70% in 2025

Preschool education in Morocco has seen a notable improvement in access between 2015 and 2025, with the preschool enrollment rate of children aged 4 to 5 rising from 50.2% to 70.4%, said on Thursday in Rabat Hicham Ait Mansour, an official at the Higher Council for Education, Training and Scientific Research (CSEFRS).

Since the launch of the Preschool Development and Generalization Program (2018–2028), significant progress has been recorded, particularly in rural areas, where the enrollment rate rose from 36.3% to 75.6%, surpassing that of urban areas, Ait Mansour told the press.

The study covered 180 preschool education units, public, private, partnership-based, and non-structured, with a target population of 871 children, 180 educators, 180 school administrators, 624 parents, as well as 180 classroom observation sessions.

The official noted that public spending on preschool education more than doubled, rising from 1.13 billion dirhams to around 3 billion dirhams between 2019 and 2025, alongside a gradual shift in expenditure from investment toward operating costs.

The study highlights major challenges that need to be addressed, including disparities between rural and urban areas in the quality of learning, the need to improve infrastructure and sanitation facilities, as well as the strengthening of governance and financing in the sector.

In addition to these challenges, the report points to the persistence of territorial and social disparities in access to and quality of learning, limited interactive teaching practices in classrooms, the fragility of inclusion for children with disabilities, and the heterogeneity of working conditions and professional supervision for educators, particularly in public and non-structured education, which affects job stability and the quality of pedagogical practices.
