Morocco Bets on Technology to Foster New Sovereignty Model – Official

Morocco is betting on technology to foster a new model of sovereignty, based on renewed digital governance and reinforced by artificial intelligence (AI), Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni said on Tuesday in Marrakech.

“The Ministry of Digital Transition and Administrative Reform intends to mobilize national and international stakeholders to chart a unifying path for Morocco in the realm of new digital governance enhanced by AI,” Seghrouchni stated, speaking at the opening of the 4th GITEX Africa Morocco.

According to the official, global technological competition is also a competition in investment, industrial capacity, and scientific sovereignty, noting that “Morocco’s ambition is to invent a new game.”

“Morocco’s technological challenge is to demonstrate ability to build a technological power defined not domination, but by capability to unite and put innovation at the service of development and the common good on a global scale,” she explained.

For Seghrouchni, Morocco can embody a third way in digital technology and AI, one based on four foundational pillars. These are operational technological sovereignty; authentic modernity grounded in digital technology and AI tailored to the Kingdom’s economic, social, and cultural realities; a balanced technological power capable of connecting Europe, Africa, and the Atlantic as global power dynamics shift; and a strategic compass for international dialogue on digital technology and AI.

By positioning itself as a balancing technological power, capable of connecting Europe, Africa, and the Atlantic in the ongoing geopolitical realignment, the Kingdom offers more than a hub; it offers a unifying force, she concluded.

The opening ceremony of this event, held under the High Patronage of His Majesty King Mohammed VI, featured a speech by Head of Government Aziz Akhannouch and was attended by members of the government, national and international investors, representatives of public institutions, speakers, and prominent figures from various fields.

Under the theme “Catalyzing Africa’s Digital Economy in the Age of Artificial Intelligence,” this edition brings together over 50,000 participants and more than 1,450 exhibitors from 130 countries. It seeks to serve as a major platform for pan-African cooperation, where global innovation meets the continent’s sovereignty challenges, in order to accelerate the deployment of high-impact digital solutions capable of laying the foundations for Africa’s future economic resilience.
