UN/HRC: Morocco Reaffirms Commitment to Strengthening Universal Periodic Review

Morocco reaffirmed on Tuesday in Geneva its commitment to strengthening the Universal Periodic Review (UPR) and welcomed the initiative of the Global Alliance for Human Rights, launched last week by the UN High Commissioner for Human Rights, Volker Türk.

Speaking on behalf of the Kingdom during the general debate under item 2 of the Human Rights Council (HRC), dedicated to the update of the High Commissioner’s annual report, Miriam Ragala, counselor at the Permanent Mission of Morocco to the United Nations Office in Geneva, thanked the High Commissioner for his annual report and for his “innovative” initiative to launch the Alliance, expressing Morocco’s support for its implementation.

This alliance aims to place human rights at the center of decision-making at a time when conflict levels have reached historic highs, amid widening inequalities and accelerating climate change.

It seeks to bring together a broad range of stakeholders (governments, civil society, businesses, cities, religious leaders, artists, academics, and youth) around a common framework based on three principles: imagine, dialogue, and act.

Ragala also recalled that Morocco organized, on June 5-6, a retreat dedicated to the UPR, noting that “on the eve of the 5th cycle of this flagship mechanism,” the meeting provided an appropriate space for reflection.

She said the discussions, which she described as “intense and inclusive,” brought together states, experts, and civil society to take stock of the mechanism and explore avenues for improvement.

“The shared objective is clear: to optimize the impact of the UPR on the ground through clearer recommendations, stronger national implementation frameworks, and reinvigorated international cooperation,” she said.

Ragala stressed that the success of this retreat reflects a shared determination to consolidate the achievements of the UN human rights system, foremost among them the UPR, a mechanism that enjoys “unique legitimacy within the Human Rights Council.”

Morocco intends to work, alongside its partners, to ensure that the conclusions of this retreat make a substantive contribution to the preparation of the next cycle of the UPR, she concluded.
