The bill on criminal procedure reflects Morocco’s constitutional commitments in line with the High Royal Guidelines, which call for a more effective, humane and protective justice system for the rights of litigants, stated Minister of Justice Abdellatif Ouahbi.
The Upper House passed the bill by a majority vote on Tuesday aiming to determine the occurrence of a crime and to prosecute the perpetrators, while ensuring the conditions for a fair trial.
“The draft law seeks to diversify alternatives to pre-trial detention, introduce innovative procedures such as immediate appearance and plea bargaining and reinforce defense rights while paying special attention to women, children, and victims of violence, the minister said at the House of Councillors.
The bill adoption is part of the ongoing comprehensive reform of the justice system, aimed at reinforcing fair trial guarantees and consolidating fundamental rights and freedoms, he added.
Ouahbi described the reform of the criminal procedure as a “societal choice, an act of legal sovereignty and a reflection of our political will to raise criminal justice to the level of the aspirations of Moroccan citizens.”
