The Head of Government, Aziz Akhannouch, chaired a meeting on Tuesday in Rabat of the Interministerial Commission in charge of the reconstruction and general rehabilitation program for the areas affected by the Al-Haouz earthquake. He also chaired the 3rd meeting of the Strategic Orientation Council of the High Atlas Development Agency (ADHA), created in line with the High Guidelines of His Majesty King Mohammed VI, may God assist Him, to monitor the implementation of the various components of this program.
At the outset of the meeting, the Head of Government praised the momentum established in implementing this program thanks to the High Royal Guidelines. He called on the Agency and the various relevant stakeholders to accelerate the pace of work and bring the necessary speed and efficiency to complete the remaining projects and provide on-the-ground responses for the affected population, stated a press release from the Head of Government’s office.
Subsequently, the Director General of the High Atlas Development Agency presented a report on the overall progress of the program’s implementation and the main achievements across various sectors. Notably, in terms of construction and rehabilitation operations, work has been completed on 54,425 homes, while more than 3,000 homes are currently under construction, the press release highlighted.
It was noted that the total amount of financial aid distributed to affected families exceeded 7.2 billion dirhams. This includes 4.7 billion dirhams for reconstruction and rehabilitation assistance, and more than 2.5 billion dirhams in emergency aid—set at 2,500 dirhams per month, which has benefited over 63,000 families.
In the infrastructure sector, funds exceeding 2.5 billion dirhams were mobilized, primarily for clearing rubble and reopening blocked roads and pathways. Ongoing works cover 288 km of roads, 49 engineering structures, and 8 km of road signs, with completion rates varying between 10% and 90% depending on the project.
The meeting also reviewed achievements in the education sector, with projects involving the reconstruction and rehabilitation of 1,718 schools for a total budget of over 3.5 billion dirhams. Rehabilitation and reconstruction work has been completed at 372 schools and launched for an additional 1,090 schools in the provinces of Al Haouz, Taroudant, Azilal, Chichaoua, and Ouarzazate.
In the health sector, rehabilitation and reconstruction work on 110 health centers has been completed, while operations for an additional 37 centers have begun, with an overall budget of 562 million dirhams.
In the agriculture sector, the preliminary action plan involving the free distribution of livestock and barley to farmers has been completed, along with operations to rehabilitate agricultural and water infrastructure. Additionally, 14 drinking water supply systems have been rehabilitated.
In the tourism sector, 235 tourist accommodation establishments have completed their construction and rehabilitation work, representing 98% of the establishments selected to receive support.
In the social and solidarity economy sector, the commission noted that 180 cooperatives have received all installments of the subsidy intended for the reconstruction, fitting-out, and equipping of their premises. Furthermore, 1,101 craft workshops have received the first installment of their respective subsidies.
The meeting also highlighted the reopening of 1,239 mosques following the completion of construction and rehabilitation work, as well as the continuation of restoration work at 64 archaeological and historical sites as part of the efforts aimed at preserving and promoting national cultural heritage.
Regarding the third meeting of the Agency’s Strategic Orientation Council, the press release stated that it provided an opportunity to examine and approve several items on the agenda. These included the overall execution status of the program, the proposed action plan for projects to be carried out by ADHA on behalf of the State for the 2026 fiscal year, and the Agency’s own draft budget for 2026.
