The Head of Government, Aziz Akhannouch, chaired on Wednesday in Rabat a meeting of the steering committee for the reform of the national health system, devoted to monitoring the implementation of the various components of this strategic project, which benefits from High Royal Solicitude and constitutes one of the pillars of the major structural reforms underway in the Kingdom.

At the outset of the meeting, Akhannouch affirmed that the government continues its full mobilization, in line with the High Royal Guidelines, with a view to laying the foundations of an integrated, equitable and efficient health system that places citizens’ health at the heart of its priorities, according to a statement from the Head of Government’s office.

The Head of Government stressed the crucial importance of the involvement of all stakeholders, at both the central and regional levels, to ensure the successful implementation of the Territorial Health Groups (GST), as a pivotal mechanism to promote the national health system and provide practical and sustainable solutions to the structural constraints facing the sector, the statement added.

In this regard, he noted that the regional dimension reflects a deep governmental conviction aimed at strengthening governance in the health sector and ensuring functional complementarity and institutional harmony among the various health structures within each region.

The Head of Government also called for accelerating the pace of implementation of major large-scale health projects, foremost among them the construction of University Hospital Centers.

During the meeting, particular attention was given to monitoring the establishment of the preliminary conditions necessary for the implementation of the eleven GST, whose decrees for effective operation were adopted by the Government Council in December 2025.

Various organizational and institutional measures likely to enable the launch of the GST were examined, in partnership with social partners, with a view to preparing the holding of the boards of directors of these groupings prior to the actual transition to the implementation phase.

The GST will make it possible to develop integrated regional medical programs that take territorial specificities into account, the statement notes, adding that they will also help strengthen and diversify the supply of health services and improve the organization of the patient care pathway, which will have a direct impact on the quality of services provided to citizens.

Moreover, the meeting provided an opportunity to review the progress made in implementing the plan to standardize the information system of health establishments at the regional level across the Kingdom, in addition to monitoring the emergency program for reforming the health system, based on ten major projects aimed at improving the quality of health services in the short term and restoring confidence in public health institutions.

The Committee also examined the progress of projects to upgrade health facilities. The two University Hospital Centers in Laayoune and Rabat are expected to be ready during the current year, while work on ten other projects will be completed in February 2026, providing an additional capacity of 1,430 beds.

Regarding the upgrading of primary healthcare centers nationwide, the project completion rate has reached 81%, following the completion of upgrades at 1,130 health centers, with the aim of completing works at 1,400 centers by the end of the current month of January.

The second phase of this program will be launched this year and will involve upgrading 1,600 primary healthcare centers, with works at 500 centers to be completed during the year.
