Head of Government Aziz Akhannouch arrived in Seville on Sunday to represent His Majesty King Mohammed VI at the Fourth International Conference on Financing for Development (FfD4).

Akhannouch attended a dinner hosted by King Felipe VI of Spain and Queen Letizia, held in honor of the heads of state and government participating in the event.

The Moroccan delegation accompanying the Head of Government includes Nadia Fettah, Minister of Economy and Finance; Omar Hilale, Morocco’s Permanent Representative to the United Nations; and Karima Benyaich, the Kingdom’s Ambassador to Spain.

The conference is expected to bring together nearly 70 heads of state and government, along with 4,000 representatives from civil society, international financial institutions, and the private sector.

According to UN Secretary-General António Guterres, the gathering aims to respond to the urgent financial needs of developing countries, which now face an annual funding gap of $4 trillion—an increase of $1.5 trillion compared to a decade ago.

Held under the auspices of the United Nations, the conference—scheduled from June 30 to July 3—offers what Guterres described as “a unique opportunity to reform an outdated and ineffective international financial system.”

The event is also seen as a key moment to accelerate progress on the 2030 Agenda for Sustainable Development and to push for meaningful reform of the global financial architecture.

The draft final declaration, referred to as the “Seville Compromise,” is expected to advocate for greater representation of Global South countries in international financial institutions, a tripling of the lending capacity of development banks, and stronger cooperation to combat tax evasion.
