Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, and his accompanying delegation, held 43 bilateral meetings with heads of delegations of countries and international organizations taking part in the General Assembly of the International Criminal Police Organization (ICPO-INTERPOL), held on November 24-27 in Marrakech.
The bilateral meetings, held at the request of delegations from participating countries and international and regional organizations, provided an opportunity to discuss issues of common interest, assess levels of bilateral cooperation, and strengthen ties with various security partners and actors, according to a statement from the General Directorate of National Security (DGSN).

The meetings highlighted engagement with new security partners in Europe, Asia, Latin America, and Africa, aimed at enhancing Morocco’s security model and using it to serve the country’s higher interests. They also set the stage for mutual assistance and technical support in policing with international and regional organizations, particularly in areas such as law enforcement operations, cybercrime, and other forms of organized crime.

Bilateral Cooperation: Intensive meetings to bolster cooperation and establish new partnerships
As part of the bilateral security cooperation with the heads of participating countries’ delegations, the Director-General of National Security and Territorial Surveillance and his accompanying delegation held intensive meetings and consultations with delegations from several countries from different continents, including countries aiming to bolster security cooperation ties with the Kingdom of Morocco, and others who expressed their wish to benefit from Morocco’s experience in the field, as part of a new security partnership based on cooperation and technical and operational assistance.

Thus, at the European level, the bilateral meetings were marked by talks with the Commander-in-Chief of the Polish National Police, the Deputy Prime Minister and the minister of the Interior of Serbia, the Chairman of the Investigation Committee of the Russian Federation, the Deputy Director-General of the Swedish Police Authority, the Danish Police Chief, the Director General of Montenegro’s National Security Agency, the Deputy Director General of the Slovenian Police, the Deputy Director General of Switzerland’s Federal Office of Police, as well as the director of International Security Cooperation in Slovakia, the director of International Operational Cooperation at Bulgaria’s ministry of the Interior and the Deputy General Inspector of Romania’s police.

Hammouchi also held talks with Holger Munch, President of Germany’s Federal Criminal Police Office (BKA), Francisco Pardo Piqueras, Director-General of the Spanish National Police, as well as with the High Commissioner of the Hungarian Police, who was accompanied by the Chief Advisor to the Minister of the Interior; the Director General of Public Security of Italy, the Chief Inspector of Special Operations at the Office of International Cooperation under the Ministry of the Interior of Belarus, the Director of the Public Security Bureau of North Macedonia and the Director of International Security Cooperation of the Czech Republic.
Regarding security partners in Africa, the Director General of National Security and Territorial Surveillance, accompanied by his delegation, held talks with the Director General of the Republican Police of Benin, the Director General of National Security of the Islamic Republic of Mauritania, the Director General of the National Police of Burkina Faso, the Director General of the National Police of Mali, the General Delegate of National Security of Cameroon, the Inspector General of Police of Namibia, the Minister of Justice of Rwanda, the General Director of the Sudanese Police, the Deputy Director General of the National Police of Niger, the Deputy Director General for Human Resources of the Police of Chad, the Central Director of Judicial Police of Senegal, the Army Corps General and Commander-in-Chief of the Police Forces of Gabon, the Inspector General of Police of Kenya and the Director General of Criminal Investigations of Mozambique.
Concerning security cooperation with Latin American and Caribbean countries, bilateral meetings were held with the Director General of Judicial Police of Chile, the Director General of the Federal Police of Argentina, the Commissioner General of the Royal Bahamas Police, the Director of International Security Cooperation of Brazil and the Chief of the National Central Bureau of Panama.
Bilateral meetings with security partners from Asia included discussions with the Director of the Central Investigation Bureau and Chief of the INTERPOL Bureau in New Delhi, India, the Governor and Deputy Minister of Interior of Turkey, the Deputy Minister of Interior of Bahrain, the Chief of the National Central Bureau of Kuwait, the Inspector General of the Royal Malaysia Police, the Chief of the National Central Bureau in Sanaa, Yemen, the Deputy Minister of Public Security of the People’s Republic of China, the Director General of the International Cooperation Bureau of Korea and the Vice President of Police of Nepal.
Multilateral cooperation meetings
In addition to meetings and discussions with the INTERPOL president, its secretary general, and members of its executive committee, the Director General of National Security and Territorial Surveillance also held talks with representatives of several international and regional organizations participating in the INTERPOL General Assembly. These meetings were part of efforts to strengthen multilateral security cooperation with organizations and forums linked to security activities and peacekeeping operations.
In this context, Hammouchi met with the Secretary General of the Arab Interior Ministers Council, Mohamed Ben Ali Koman, and the President of the Nayef Arab University for Security Sciences, Abdelmajid Ben Abdallah El Bouniane, focusing on ways to enhance Arab security efforts and develop policing training mechanisms and programs across the Arab region.
The Director General of National Security and Territorial Surveillance also met with the head of the UN Police Adviser, Assistant Secretary-General for Rule of Law, Faisal Shahkar. Shahkar highlighted the UN Secretary-General’s commitment to strengthening security cooperation and partnership with Morocco’s national security services, ensuring the reinforcement of UN police forces both at its New York headquarters and in special peacekeeping missions worldwide.
A bilateral meeting was also held with Tal Goldstein, member of the executive committee of the World Economic Forum and head of development programs and strategies at the Centre for Cybersecurity, who expressed a desire to promote cooperation and the exchange of expertise between the World Economic Forum and Morocco, particularly in cybersecurity and cybercrime prevention.
Signing of memoranda of understanding in the security field
Bilateral meetings held by Hammouchi with the heads of security delegations were marked by the signing of memoranda of understanding and partnership agreements aiming to bolster security cooperation in the fight against transnational organized crime.
In this context, a memorandum of understanding was signed by Hammouchi and Norway’s National Police Commissioner, Hakon Skulstad, in order to bolster cooperation ties between the two countries in preventing and fighting against transnational organized crime.
A similar memorandum of understanding was signed with the Ethiopian Federal Police, covering the framework and development of operational, technical, and intelligence cooperation between the two countries in the fight against various forms of violent crime and organized crime that threaten the security of both countries.
Under this agreement, the Moroccan national security services will provide their Ethiopian counterparts with all necessary assistance in terms of training, technical support, and intelligence, in order to strengthen the capacities of their human resources in the field of crime prevention and control.
