Morocco Backs Tech Sovereignty for Sustainable Digital Future

Technological sovereignty stands at the heart of Morocco’s vision for a sustainable digital future, said Amal El Fallah Seghrouchni, Minister Delegate in charge of the Digital Transition and Administrative Reform, on the occasion of Orange Maroc’s generative AI launch event, Live Intelligence, held on Tuesday in Rabat.

The minister added that transformation through technology would not be feasible without national control of technology, especially data management.

She explained that the establishment of an independent Moroccan cloud has become one of the key priorities in ensuring that committed data remains processed within Moroccan jurisdiction.

This principle has been enforced in law via the Decree No. 2-24-921 issued on the 22nd of October 2024, which governs the utilization of cloud service providers (CSPs) by organizations of vital importance to ensure that the state maintains control over critical digital assets.

She also mentioned one of the most ambitious online projects in Morocco to date—the construction of a 500 MW hyperscale data center campus in Dakhla. The project is expected to position Morocco as a key digital hub in Africa and beyond.

The new data center is designed to satisfy the most sophisticated requirements in terms of artificial intelligence, ensuring high-performance computing, enhanced security, and low-latency networking. The data center would also support geographic redundancy, GPU computing, and managed services in compliance with global norms.

Apart from the infrastructural aspect, the minister emphasized the need for a robust regulatory framework to oversee the ethical usage of AI.

Designed in close collaboration with the National Commission for the Control of Personal Data Protection (CNDP), this framework ensures the requirements of transparency, accountability, and protection of fundamental rights.

According to her, the basis of digital sovereignty is not only technological but has a moral aspect that should inspire trust and innovation in equal measures.

Artificial intelligence remains an essential pillar of the Morocco Digital 2030 plan, she added. The National AI Conference held in July was a major milestone, resulting in a set of recommendations that have since guided the drafting of a national AI roadmap.

One of the key pillars of this roadmap is capacity building, reflected in the strategic partnership Morocco has signed with Mistral. The deal centers on building in-country AI expertise through training, applied research, and knowledge sharing.

For Seghrouchni, this collaboration is representative of the commitment of the country to an inclusive and ethical vision of AI, where data privacy is ensured and the trust of citizens in AI-enabled technological solutions is reinforced.

The minister further referred to the transformative power of large language models—referred to as LLMs—terming them one of the biggest technological breakthroughs of the last years.

The capability to understand, to generate, and to contextualize natural language creates new opportunities for companies and administrations in Morocco.

She further pointed out that these models not only have the capability to process information in Arabic, Berber, and French, but they also encompass local linguistic features to make technology relevant to all citizens in the kingdom.

The event saw the launch of Live Intelligence, the new comprehensive generative AI solution designed in partnership with Orange Business by Orange Maroc.

Based on a multi-LLM architecture to facilitate secure, efficient, and confidential integration of AI in enterprises, the launch event further solidified the prominent position of Morocco in the regional digital innovation landscape.
