Morocco, Belgium Sign Agreement to Strengthen Judicial Training Cooperation

Morocco and Belgium have signed an agreement to deepen their judicial cooperation. The Higher Institute of the Judiciary in Morocco and the Belgian Judicial Training Institute signed the Memorandum of Understanding on Wednesday in Brussels.

This partnership aims to strengthen institutional cooperation and promote the exchange of expertise in judicial training. It covers several areas, including the management of training institutions, governance, development of pedagogical tools, and the creation of joint programs.

The agreement also includes organizing continuous training sessions for judges in both countries to help improve their skills and performance

The document was signed by Abdelhanine Touzani, Director General of Morocco’s Higher Institute of the Judiciary, and Raf Van Ransbeek, Director of the Belgian Judicial Training Institute. Morocco’s Ambassador to Belgium and Luxembourg, Mohamed Ameur, also attended the ceremony, along with several judicial officials.

The memorandum also discusses the importance of keeping up with global changes in law, human rights, and the fight against organized crime. It also supports the development of digital justice tools and better governance practices, helping both countries modernize their judicial systems and strengthen ties between their judicial authorities.

Speaking to MAP, Abdelhanine Touzani said the agreement reflects Morocco’s commitment to opening up to international partnerships and strengthening judicial links around the world.

He also spoke about the strong political, economic, and judicial relations between Morocco and Belgium. He added that the new cooperation will allow judges from both countries to exchange best practices, especially in training and judicial management.

For his part, Raf Van Ransbeek expressed satisfaction with the signing of the agreement, noting that it will deepen cooperation and create opportunities for joint training initiatives. He also noted the strong judicial ties between the two countries, recalling that Morocco is the only country with which Belgium has signed an agreement for the exchange of liaison judges.

Imane El-Malki, liaison judge for Belgium and Luxembourg, said the agreement represents an important strategic framework that will support reforms, improve governance, and keep pace with international developments in digital justice, international law, and human rights.
