Morocco, Germany Sign Three €450 million Financing Agreements

Minister Delegate in charge of the Budget Fouzi Lekjaa and the Director General for North Africa of the German Development Bank, Daniela Beckmann, signed on Tuesday in Rabat three financing agreements totaling €450 million.

These agreements concern the financing of programs related to climate (€100 million), social protection (€150 million), and the mobility and logistics platform of the Casablanca–Settat region (ONCF) for €200 million.

The Climate Policy Support Program (Phase II) aims to support measures related to Morocco’s resilience to climate change and the transition to a low-carbon economy.

As for the Social Protection Program (Phase II), the financial envelope will be allocated to supporting the Kingdom in consolidating the social protection project, notably the components of “direct social assistance” and “employment promotion through active programs and outreach to NEETs.”

Regarding the mobility and logistics platform program of the Casablanca–Settat region, the German Development Bank’s contribution aims to strengthen rail transport in the region through the modernization of stations and the development of rail infrastructure and services.

Speaking on this occasion, Lekjaa underlined the strength of the bilateral partnership between Morocco and Germany, founded on a shared will to develop and strengthen relations.

He stated that with these new agreements, the cumulative amount of financial contracts between the two countries reaches approximately €7 billion, in addition to technical assistance amounting to around €500 million.

The minister highlighted the importance of these financings in supporting Morocco’s ambitions in energy transition and the fight against climate change, recalling that in 2025 the Kingdom officially submitted its nationally determined contribution, thus reaffirming its strong commitment in this area.

This project, he noted, will also enable a comprehensive transformation of spatial planning, facilitating access and settlement in this major strategic region for the country’s economic development.

For her part, Beckmann expressed the German Development Bank’s pride in continuing to support Morocco in its sustainable and inclusive development projects.

She stressed that within the framework of cooperation between the two countries, a commitment has been made to double financing volumes in Morocco, specifying that more than €600 million have been allocated for this year.

Beckmann also praised the quality of cooperation between the teams of both parties, emphasizing the importance of joint work in the fields of sustainable mobility and regional development.

The ceremony was attended, in particular, by the Minister of Equipment and Water, Nizar Baraka; the Minister of Energy Transition and Sustainable Development, Leila Benali; and the Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri, as well as officials from the relevant national institutions.
