A joint declaration of intent between Morocco and Portugal was signed on Friday in Lisbon by Minister of Justice, Abdellatif Ouahbi, and his Portuguese peer, Rita Alarcao Júdice, as part of preparations to host the 2030 Football World Cup.

The signing of this joint declaration of intent follows the importance of creating a conducive framework to the success of this major sporting event between Morocco and Portugal.

Its strategic objectives are to facilitate access to justice for all parties involved in the organization and staging of the 2030 World Cup, to digitize judicial procedures in order to guarantee rapid, secure and efficient handling of cases linked to this event, and to enhance the skills of legal professionals through specialized training in cross-border dispute management, legal security and the protection of the rights of concerned parties.

This joint declaration of intent also aims to optimize bilateral judicial coordination to efficiently manage cases with a transnational dimension, develop alternative dispute resolution mechanisms, particularly for disputes linked to the organizational, contractual and commercial aspects of the event, and draw up strategic action plans to ensure the effective implementation of joint legal and judicial cooperation programs.

On this occasion, the two ministers paid tribute to the strong ties of friendship between their two countries, and stressed the importance of justice cooperation.

They also recalled that existing bilateral agreements testify to the quality of this partnership.

Discussions also highlighted the key role played by a modern, high-performance judicial system in reinforcing legal certainty, transparency and respect for the rule of law, essential conditions for the success of major international events.

In the context of the joint organization of the World Cup by Morocco, Portugal and Spain, Ouahbi and his Portuguese counterpart explored the possibility of further formalizing this tripartite cooperation through the conclusion of specific agreements in the near future.

They also stated that their mutual commitment, as expressed in the declaration of intent, will remain in force until the end of the event in 2030.

This meeting illustrates the shared desire of Morocco and Portugal to promote innovative and collaborative justice, in order to make this  global sporting event successful and to deepen historic bilateral relations.
