Morocco has risen 14 places in the “Government AI Readiness Index 2025,” said Amal El Fallah Seghrouchni, Minister Delegate in charge of Digital Transition and Administrative Reform, on Wednesday in Kuwait.
Speaking at the opening session of the fifth General Assembly of the Digital Cooperation Organization (DCO), Seghrouchni said that this progress reflects the relevance of national strategic choices and the results of enhanced international cooperation, particularly with the DCO.
This qualitative leap is the result of national initiatives undertaken by Morocco in the field of AI, which focus in particular on strengthening legal and regulatory frameworks, developing skills, promoting responsible innovation and establishing new mechanisms to regulate the export of AI solutions in the context of offshoring, the minister added.
In this vein, Seghrouchni focused on two major initiatives illustrating Morocco’s transition from the vision phase to the implementation phase, the first of which concerns the “Digital for Sustainable Development Hub” (D4SD).
Launched in partnership with the United Nations Development Programme, this center has helped position Morocco as an Arab and African hub for sustainable digital transformation based on artificial intelligence and data science.
The second initiative is part of the “AI Made in Morocco” vision, through the launch of the Al Jazari Institutes Network. These institutes are operational platforms for cooperation between researchers, startups, and public and private actors, dedicated to developing reliable, sovereign, and inclusive AI solutions.
The minister also noted that artificial intelligence is now a geopolitical and strategic issue, highlighting its direct impact on governance models, digital trust and skills development.
She went on to say that the challenges and opportunities it raises transcend borders, hence the need for international cooperation to ensure an inclusive, secure, and sustainable digital transformation.
The 5th DCO General Assembly (February 4-5) will be attended by ministers, representatives of international organizations, partners and observers from the public and private sectors, representing more than 60 countries.
