Morocco Signs UN Treaty to Strengthen Global Cybersecurity

Morocco signed today the United Nations International Treaty on Combating Cybercrime, marking a major step in strengthening global cybersecurity.

Justice Minister Abdel Latif Ouahbi represented the country at the international conference in Hanoi, which was attended by UN Secretary-General António Guterres and leaders from several countries.

The treaty, adopted by the UN General Assembly in December 2024, will enter into force 90 days after ratification by member states, establishing the first comprehensive global framework to tackle cross-border cybercrime and digital threats.

In his address, Ouahbi described the signing as a historic milestone in international cooperation against modern crimes, noting that the treaty sets out “a global consensus on a comprehensive mechanism for effective judicial and technical collaboration against cybercrime.”

Morocco played an active role in shaping the treaty, participating throughout the negotiation process, from drafting the unified document to final technical and political discussions, he stressed.

“For quite some time, the Kingdom of Morocco has actively engaged in the global effort to combat cybercrime. We have established a range of legal frameworks and strategies aimed at promoting the growth of the digital economy and facilitating access to technology for individuals,” Ouabi said.

“At the same time, we have put in place a modern and effective institutional and legal framework to address cybercrime, including the adoption of a dedicated cybersecurity law and the updating of other relevant legislation, most notably the Criminal Code and the Code of Criminal Procedure.”

Morocco’s commitment to global cyber safety guidelines

Highlighting the growing threats posed by cybercrime and terrorism, the minister warned that the internet has become “a space where crimes multiply and methods grow increasingly complex,” making cybersecurity a top national and international priority.

He also underscored Morocco’s proactive measures in recent years, including legislative updates, institutional strengthening, and strategic frameworks to combat cybercrime effectively.

Ouahbi reaffirmed Rabat’s commitment to international cooperation, emphasizing the importance of implementing the treaty’s provisions, exchanging expertise, and ensuring a safe digital environment for citizens.

“In this context, I would like to express our enthusiasm for exploring new dimensions of judicial cooperation through the mechanisms established in this treaty. We are hopeful that it will help reduce cybercrimes, which have become a serious concern for our citizens,” he added.”

“For this reason, we call for the joint efforts of all parties to ensure the effective implementation of the treaty’s provisions and to further develop its procedural mechanisms. Morocco will continue to support all initiatives that safeguard cybersecurity and protect people from the risks of cyberspace.”

The signing further positions Morocco as a key player in international efforts to strengthen cybersecurity and reinforce the legal framework for combating cybercrime worldwide.
