Morocco is working to strengthen its position as a regional technological hub, thanks to significant investments in innovation, training, and digital sovereignty, said Head of Government Aziz Akhannouch on Tuesday in Casablanca.
Speaking at the inauguration of Oracle Morocco’s Research and Development (R&D) Center, Akhannouch emphasized that this initiative is part of the national strategy “Morocco Digital 2030,” launched last September with the ambition of placing digital transformation at the heart of the societal project driven by the enlightened vision of His Majesty King Mohammed VI.
This strategy establishes digital technology as a lever for economic growth, a tool for modernizing public administration, and a structuring instrument to reduce social and territorial disparities, he added, recalling the 2022 visit to Morocco by Oracle Corporation’s Chairwoman and CEO, which was followed two years later by the signing of a strategic partnership agreement to support the expansion and development of Oracle Morocco’s R&D center.
Akhannouch announced that the new center is expected to employ over 1,000 Moroccan engineers by 2027, with 40% of the staff based outside the Casablanca-Rabat axis. Oracle also plans to train and certify over 20,000 Moroccan students through integrated programs developed in collaboration with national universities.
He highlighted that this represents a major milestone, enabling the Kingdom to position itself not only as a host country for innovation projects, but also as an active producer of talent, digital solutions, and high-value-added technologies.
For her part, Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform, Amal El Fallah Seghrouchni, emphasized Morocco’s growing role in the global sustainable technology development chain. She underscored the importance of strategic public-private partnerships in this dynamic.
She noted that the inauguration of Oracle Morocco’s R&D center reflects a proactive policy based on co-construction with the private sector, aiming for measurable impact in terms of job creation, skills transfer, and innovation.
The Minister also recalled that Morocco will host next September a regional Arab-African digital hub dedicated to artificial intelligence, data science, and technological innovation. This project, carried out in partnership with the United Nations Development Programme, aims to position the Kingdom as a key player in digital cooperation on the continent.
