The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, held a tripartite working meeting on Thursday in Rabat with the Director General of the Spanish National Police, Francisco Pardo Piqueras, and the Director General of the German Federal Police, Dieter Romann.
This meeting forms part of the visit to Morocco (January 7–9) by the Spanish and German security officials, consolidating the process of periodic tripartite meetings among the security chiefs of the three countries, initiated during the first meeting held in Madrid in January 2025, according to a statement by the DGSN-DGST hub.
The agenda focused on continuing tripartite consultations to assess levels of coordination and cooperation in areas of common security and intelligence interest, foremost among them the fight against terrorism, irregular migration, drug trafficking, cybercrime, as well as coordination in the field of sports security.
Held in the presence of senior Moroccan, Spanish and German security officials, the meeting reviewed developments in the security situation in the Sahel-Saharan region and their repercussions on the movements of terrorist organizations in the Euro-Mediterranean area.
In this regard, participants underscored the importance of maintaining advanced levels of coordination and the exchange of operational and technical data to ensure security and stability at both regional and international levels.
This meeting also provided an opportunity to align views on mechanisms for expanding the scope of security cooperation to encompass advanced perspectives and levels, in addition to examining opportunities for on-the-ground complementarity in preparation for the organization of major sporting events such as the 2030 World Cup.
The program of this official visit offered the German and Spanish delegations the opportunity to familiarize themselves with the security and safety protocols put in place to secure the Africa Cup of Nations (AFCON) 2025 football competitions, the same source added.
On this occasion, the two delegations paid a visit to the Prince Moulay Abdellah Sports Complex in Rabat, where they were briefed on the equipment of this pioneering sports infrastructure, as well as on the security and safety arrangements adopted by security services during football matches, particularly aspects related to the integration of digital technologies into the security system, the deployment plans of public forces, and the support provided to supporters.
The statement also notes that the DGSN organized a visit for the German and Spanish delegations to the African Police Cooperation Center, as an unprecedented initiative in the history of African football competitions.
This visit allowed the delegations to see firsthand the modern working means and advanced technological capabilities, triggering a dynamic of cooperation and positive complementarity between Moroccan sports security officials and their counterparts among African and foreign liaison officers, whether stationed at the center or accompanying supporters in stadiums.
These periodic tripartite security meetings stem from a shared vision of the need to strengthen security partnership to address cross-border threats, with an emphasis on the immediate exchange of information and expertise, as well as operational and technical cooperation among the police and law enforcement services of the three countries, the statement concludes.
