Several Cooperation Agreements & MoUs Inked at 15th Morocco-Senegal High Joint Partnership Commission

Morocco and Senegal signed several cooperation and partnership agreements, memoranda of understanding, and memoranda of agreement on Monday in Rabat during the 15th Morocco-Senegal High Joint Partnership Commission, co-chaired by Head of Government Aziz Akhannouch and Senegalese Prime Minister Ousmane Sonko.

Minister of Foreign Affairs, African Cooperation and Moroccans Expatriates Nasser Bourita and Minister of African Integration, Foreign Affairs, and Senegalese Abroad Cheikh Niang inked the Joint Communiqué concluding this 15th session of the Morocco-Senegal Joint Partnership Commission.

The two ministers also signed a memorandum of understanding (MoU) on the establishment of a consular consultation mechanism, a draft MoU in the field of youth, a protocol for the implementation of the agreement on international road transport of passengers and goods, a cooperation agreement in the field of road safety, and a framework agreement on technical assistance in the field of highways.

A MoU on cooperation in the field of the digital economy was also initialed by Bourita and Niang, in addition to a MoU in the field of infrastructure, a framework agreement on cooperation in the field of vocational training, and a framework agreement on scholarships, internships, and expertise sharing.

Concerning higher education, the Minister of Higher Education, Scientific Research and Innovation Azzedine El Midaoui and his Senegalese peer Daouda Ngom, signed the Implementation Program in the field of higher education for the 2026-2028 period.

For their part, Minister of Industry and Trade Ryad Mezzour and Senegalese Minister of Industry and Trade Serigne Gueye Diop inked a MoU on the promotion of small and medium-sized enterprises, a cooperation agreement in the field of industrial infrastructure, and a MoU on standardization.

In turn, Minister of Agriculture, Maritime Fisheries, Rural Development, Water, and Forests Ahmed El Bouar, and Senegalese Minister of Agriculture, Food Sovereignty, and Livestock Mabouba Diagne, signed a cooperation agreement in the field of agriculture, as well as a cooperation agreement in the field of animal production, animal health, and food safety.

El Bouari then inked a cooperation agreement with Senegalese Minister of Economy, Planning, and Cooperation Abdourahmane Sarr in the field of health control of fishery and aquaculture products.

With regards to ports, a partnership and cooperation agreement between the Morocco’s National Ports Agency (ANP) and the Autonomous Port of Dakar (PAD) was signed by ANP Director General Mustapha Fares and PAD Director General Waly Diouf Bodian.

The Minutes of this 15th Morocco-Senegal High Joint Partnership Commission were initialed by Head of Government Aziz Akhannouch and Senegalese Prime Minister Ousmane Sonko.
