The First Deputy Speaker of the House of Representatives, Mohamed Sabbari, held talks on Tuesday in Rabat with a delegation from the Russia-Morocco Parliamentary Friendship Group of the Russian Federation Council. The delegation was led by the Group’s Chairman and Chairman of the Committee on Agriculture, Food Policy and Environmental Management, Alexander Dvoinykh, who is currently on a working visit to Morocco.
During this meeting, Sabbari praised the cooperative relations between the legislative institutions of the two countries. These relations reflect a shared desire to consolidate strong ties of friendship and strengthen parliamentary cooperation in the best interests of both nations, according to a press release from the House of Representatives.
In the same vein, he highlighted the great importance the Kingdom attaches to its relations with Russia, which are based on mutual respect, constructive dialogue, and the development of a multidimensional strategic partnership. He also welcomed the continuity of high-level political dialogue and the mutual commitment to expanding bilateral cooperation to new horizons.
Regarding the Kingdom’s territorial integrity, Sabbari noted the preeminence of the autonomy initiative presented by Morocco as the only serious and credible solution to the artificial conflict over the Moroccan Sahara. He specified that UN Security Council Resolution 2797 enshrines the international momentum in favor of the Moroccan proposal and confirms that it constitutes the sole basis for a definitive political settlement within the framework of the Kingdom’s full national sovereignty.
For his part, Dvoinykh praised the strong ties of friendship between the two countries, recalling in this regard the historic visit of His Majesty King Mohammed VI, may God assist Him, to Russia in 2016. This visit culminated in the signing of the Deepened Strategic Partnership between the two countries, affirming that Russia considers Morocco “a key and strategic partner on the African continent.”
He also expressed his great admiration for the development dynamics and tangible progress achieved by the Kingdom under the Sovereign’s wise leadership. He explained that the Russian delegation’s visit to the Kingdom primarily aims to inject new momentum into parliamentary cooperation, examine ways to strengthen economic and tourism partnerships, and explore promising avenues of cooperation in the fields of fisheries, energy, and digital transformation.
Regarding joint parliamentary action, both parties emphasized the central role of legislative institutions in promoting bilateral relations and strengthening ties between the two peoples.
In this regard, Sabbari highlighted that Friendship Groups constitute an effective mechanism for dialogue, consultation, and the exchange of expertise. He called for an intensification of reciprocal visits and the development of communication between the Standing Committees in order to share best practices in legislative and institutional action, the press release underlined.
The Russian parliamentary delegation includes, in addition to the Group’s Chairman, the First Vice-Chairman of the Committee on Agriculture, Food Policy and Environmental Management, Igor Zubarev, and the First Vice-Chairman of the Committee on Constitutional Legislation and State Building, Artem Sheikin, as well as several officials.
