Estonian Foreign Minister Margus Tsahkna articulated earlier today his country’s unwavering support for Morocco’s autonomy plan for Western Sahara as he visited the North African nation.
This visit, which marked over 30 years of diplomatic relations between the two countries, signals Estonia’s commitment to being a strategic partner in the region and amplifying its role within the European Union (EU) and NATO frameworks.
“Estonia has decided now to support this autonomous plan, which Morocco has already introduced in 2007 under the United Nations resolution and with the United Nations General Secretary,” the minister stressed in an exclusive interview with Morocco World News (MWN).
This endorsement not only underlines Estonia’s alignment with Moroccan sovereignty over Western Sahara but also reflects a broader strategy of fostering stability in a region fraught with geopolitical tensions.
The Estonian Foreign Minister traced the historical ties between the two nations, noting: “Morocco recognized Estonia shortly after we regained independence in 1991. Our relationship has been pragmatic and close.”
Digital diplomacy
Estonia, which regained independence after more than five decades of Soviet occupation, has leveraged its digital advancements to enhance its international relations.
“We are the digital nation. We can call ourselves the number one in the world when it comes to public service digitalization,” Tsahkna told MWN. He further highlighted how Estonia’s expertise in governance can benefit Morocco, especially in managing its resources and public services in the context of the Western Sahara situation.
Morocco’s recent six-year strategy for 2030 aims to improve governance and development in various sectors, including the disputed region.
“We agreed to cooperate a lot because we have experience in what it means to make reforms,” Tsahkna noted, indicating that Estonia is keen to share its digital governance solutions with Morocco.
He pointed out that the focus should not only be on technology but also on cultivating trust and transparency within public services.
Morocco’s strategic position as a gateway to Africa is not lost on Estonia. “We understand that Morocco is a reliable partner and a trusted gateway to Africa for European countries,” Tsahkna explained.
The Estonian government recognizes that stable relationships with Morocco can facilitate deeper economic ties and access to African markets, particularly in the context of the Western Sahara issue, which has historically hindered foreign investment and regional stability.
Economic partnerships and cultural exchange
The role of digital governance in this partnership cannot be overstated. Estonia boasts that 99% of its public services are digitized, which Tsahkna believes could provide valuable insights for Morocco.
“Our technical solutions, like X-Road, can integrate various databases, which can enhance public service delivery and efficiency,” he explained. The aim is to tailor these solutions to Morocco’s needs, thereby fostering a conducive environment for collaboration and mutual growth.
In addition, Tsahkna pointed out the potential for economic partnerships between Estonian and Moroccan businesses. “We are ready to design solutions from scratch based on Morocco’s needs. Our companies are keen to invest in joint ventures,” he said.
According to the Estonian minister, both nations could benefit significantly from collaborative projects in technology, innovation, and even defense sectors.
As geopolitical dynamics shift in North Africa, the strategic partnership between Estonia and Morocco holds promise for addressing broader regional challenges, including the Western Sahara conflict.
“Morocco has a leadership position and is a trustworthy partner for the European Union,” the minister emphasized. This perspective aligns with the EU’s growing interest in enhancing its diplomatic footprint in Africa, where Morocco plays a crucial role as a mediator and partner.
Tsahkna’s remarks also included a call for increased cultural exchanges and educational cooperation. He hopes to see more Moroccan students in Estonia, which could further deepen bilateral ties.
“If we can encourage cultural exchanges, it will create lasting relationships that transcend political boundaries,” he expressed.
