Morocco Begins Phased, Safe Return of Flood-Displaced Populations

As weather conditions improve, Morocco will soon begin the safe and gradual return of displaced populations from the provinces of Larache, Kenitra, Sidi Kacem, and Sidi Slimane, declared disaster-stricken areas by the Head of Government following the catastrophic floods.

In a statement, the Ministry of the Interior said it will begin implementing these measures as soon as safety and security conditions permit, with flood debris removal operations having been gradually underway since last week in streets and villages where hydrological conditions allow.

Cleaning campaigns have also been launched, along with the restoration of drinking water and electricity supply, as well as sanitation and telecommunications networks, according to a statement from the Ministry.

In addition, roads and access routes have been reopened to ensure the return of residents under the best sanitary and environmental conditions, the same source added.

A specific action plan has been adopted for each affected province to ensure the gradual resumption of various public services. The plan follows a flexible approach that takes into account developments on the ground and guarantees the continuity of essential services once residents return to their usual places of residence.

At the same time, an operational and logistical framework has been established in each province, specifying transport arrangements, travel routes, and the phased organization of returns in order to ensure smooth operations.

The Ministry stated that the neighborhoods and douars concerned by each phase, as well as the timetable for subsequent stages, will be announced progressively in line with developments on the ground, through official statements issued by local authorities and communicated to the public via all available channels, including SMS notifications sent to those concerned.

Reaffirming its firm commitment to the safety and security of citizens, the Ministry of the Interior called on residents of neighborhoods and villages not yet covered by return announcements issued by local authorities to refrain from traveling to the disaster-stricken areas until an official announcement is made and conditions ensuring safe access and appropriate reception arrangements are secured.

To this end, checkpoints will be set up at the entrances to areas concerned by the return of residents to ensure that movements are limited exclusively to authorized persons, the statement added.

While commending the strong sense of responsibility and civic spirit demonstrated by the populations of the four provinces, the Ministry urged all concerned citizens to continue exercising the utmost vigilance and to comply with official directives.
