African Open Government Conference, Strategic Milestone for Africa – Minister

The African Open Government Conference is a strategic milestone for Africa, Amal El Fallah Seghrouchni, Minister of Digital Transition and Administrative Reform, said Tuesday at the opening of the event in Rabat.

Kicking off the conference, Seghrouchni said that the meeting aims to strengthen the political anchoring of open government across the continent and reflects a shared commitment to promoting transparency, efficiency, and citizen-centered public action.

She highlighted that open governance is a key driver of participatory democracy, capable of enhancing institutional performance and strengthening trust between citizens and public authorities, further noting that Morocco’s approach aligns with the vision of His Majesty King Mohammed VI, which places citizens at the heart of public policies.

For his part, Lower House Speaker Rachid Talbi Alami stressed the importance of parliamentary involvement in advancing the principles of openness, transparency, access to information, and citizen participation, in line with the Open Government Partnership (OGP).

In turn, French Minister Delegate Éléonore Caroit commended Morocco’s reforms since joining the OGP in 2018, particularly in access to information and digital transformation, while OGP executive director Aidan Eyakuze noted Africa’s growing leadership in shaping the global open government movement, driven by increasing institutional maturity and trust.

Held under the theme “Towards an Open Africa,” the three-day event brings together officials, institutions, and civil society actors from across the continent to share experiences, highlight reforms, and promote inclusive governance practices. It seeks to reinforce open government as a key lever for transparency, accountability, anti-corruption efforts, and improved public service delivery.
