Justice Minister Abdellatif Ouahbi presented on Monday in Rabat the results of the implementation of the law on alternative sentences, reporting that 926 daily fines have been issued, representing 43.6% of all rulings.
In response to two oral questions at the House of Representatives, the minister specified that 794 sentences involved community service, 385 concerned the restriction of certain rights or the imposition of monitoring, treatment, or reintegration measures, while electronic monitoring was applied in only 18 cases.
Considering that the implementation of alternative sentences is still progressing “at a slow pace,” Ouahbi noted that a study is currently being prepared to understand the reasons behind this.
On a separate note, the minister indicated that the duration of automatic reductions for custodial sentences is set at five days per month when the sentence is one year or less, and at one month per year plus two days per month when the sentence exceeds one year.
He also pointed out that the scope of beneficiaries has been expanded to include convicted individuals with prior criminal records, provided they have demonstrated improved behavior, within the limit of half the sentence and in accordance with the applicable conditions.
Nearly 88,000 inmates benefited from this mechanism between January 29 and March 15, leading to the immediate release of 8,947 prisoners, Ouahbi added.
In this regard, he stated that the prison population decreased from approximately 109,000 to 99,000 inmates, noting that this new mechanism aims to encourage prisoners to adopt disciplined behavior and actively engage in rehabilitation and reintegration programs.
According to the minister, this system is based on an approach that links improved inmate behavior to automatic sentence reductions.
