The first International Forum on AI, digital transition, energy, and connectivity in Africa opened Monday in Rabat, at the initiative of the African Center for Administrative Training and Research for Development (CAFRAD).

Held under the High Patronage of His Majesty King Mohammed VI, this three-day conference is themed “Artificial Intelligence, Digital Transition, Energy, and Connectivity in Africa: Prospects for International Cooperation.”

It brings together government officials, public institutions, NGOs, private sector actors, experts, financial institutions, and international groups specializing in AI to examine issues related to the digital transition, energy, connectivity, and new prospects for international cooperation in Africa.

Speaking at the event, Minister of Digital Transition and Administrative Reform Amal El Fallah Seghrouchni praised CAFRAD’s historic role in strengthening administrative capacities and modernizing public action in Africa, noting that this Forum comes at a time when AI and digital technologies are profoundly transforming economies, modes of governance, and international balances.

The minister emphasized that mastering data, digital infrastructure, computing power, skills, and the applications of AI is now a major strategic issue, noting that Africa possesses considerable strengths, including a dynamic youth population, a genuine capacity for innovation, and significant needs in public services, education, health care, transportation, and energy.

For his part, CAFRAD Executive Director Coffi Dieudonné Assouvi noted that digital technologies and AI are among the major advancements of the 21st century, as they are transforming lifestyles, work methods, consumption patterns, interpersonal relationships, and the organization of the public and private sectors.

In this regard, he highlighted the efforts undertaken at the international level, notably the UNESCO Recommendation on Ethics of AI adopted in 2021, as well as the Pact for the Future adopted by the UN in September 2024, to which the Global Digital Compact and the Declaration on Future Generations are annexed.
