On Very High Royal Instructions, a Moroccan delegation, led by Brigadier General Naoufal Raissouni, Head of the Central Administration and Chief of Staff at the Administration of National Defense, took part in the United Nations Peacekeeping Ministerial, held in Berlin on May 13-14, 2025.
The delegation included His Majesty the King’s Ambassador to Berlin, Zohour Alaoui, Major Colonel Chakib Rais of the 3rd Bureau of the General Staff of the Royal Armed Forces, Driss El Aoufir of the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, and Taoufik M’Hammdi of the National Defense Administration.
This participation provided an opportunity to review the progress made since the last UN Peacekeeping Ministerial, held in Accra, Ghana, in 2023, according to a press release from the Administration of National Defense.
The 2025 UN Peacekeeping Ministerial served as a high-level forum dedicated to the future of peace operations, providing member States with the opportunity to express and reaffirm their political support for peacekeeping.
This international gathering also allowed delegations to announce concrete commitments aimed at addressing capability gaps and adapting missions to current challenges and emerging realities, in line with the guidelines set out in the letter of commitment.
In his official statement, the head of the Moroccan delegation highlighted the Kingdom’s active participation in UN peacekeeping operations for nearly 65 years. On this occasion, Morocco reaffirmed its commitment and shared several concrete recommendations based on its field experience.
The representative of the Kingdom of Morocco notably called for the development of realistic mandates tailored to conditions on the ground, emphasizing the importance of effective pre-deployment training and citing the establishment of a Center of Excellence for Peacekeeping Operations in Benslimane.
He also stressed the need for better anticipation of crisis exits through sustainable and pragmatic political solutions, while underscoring that the safety of blue helmets remains a major concern. Finally, he warned against the dangers posed by disinformation and hate speech, which can seriously undermine the work of UN forces on the ground.
The Moroccan representative concluded by paying tribute to Germany’s unwavering commitment to international peace and security. He emphasized that such gatherings are essential for strengthening multilateral partnerships and building a future where peace is not the exception, but the norm.
