The General Delegation for Prison Administration and Reintegration (DGAPR) and the General Commissariat of Correctional Services of the Republic of Rwanda signed, on Tuesday in Rabat, a memorandum of understanding (MoU) aimed at strengthening bilateral cooperation in the management of penitentiary institutions.
Signed by the General Delegate for Prison Administration and Reintegration, Mohamed Salah Tamek, and the Rwandan Commissioner General of Correctional Services, Evariste Murenzi, this memorandum seeks to consolidate cooperation in the management of prisons, particularly those housing dangerous inmates, in addition to the exchange of best practices related to the governance of such institutions and the rehabilitation of prisoners for better post-incarceration reintegration into society.
On this occasion, Tamek stated that the signing of this memorandum represents an important step in bilateral partnership, paving the way for fruitful exchanges of experience, expertise, and good practices, with the aim of advancing the modernization of prison systems in both countries and ensuring more effective social reintegration of inmates.
While commending the progress and dynamism achieved by Rwanda, a friendly country, in various fields, the General Delegate emphasized that this partnership will strengthen good governance in prisons and correctional facilities of both nations through training and capacity building for prison staff, particularly in managing dangerous inmates, improving prison security intervention techniques, and fostering enhanced technical cooperation for the benefit of both administrations.
He recalled that the prison administrations of the two countries have had several opportunities to exchange within multilateral frameworks, notably during meetings and conferences organized by the African Correctional Services Association (ACSA) and the International Corrections and Prisons Association (ICPA).
For his part, Murenzi welcomed the bilateral cooperation between the Republic of Rwanda and the Kingdom of Morocco within the framework of the strategic partnership agreements signed in October 2016 in Kigali, noting that the signing of this memorandum crowns the solid cooperation between the two countries.
He further stressed that his current official visit to the Kingdom, particularly to the DGAPR, reflects his country’s constant commitment to deepening its distinguished relations with Morocco.
The signing of this memorandum, he added, serves as a lever to promote the exchange of expertise and best practices in prison management, with a view to enhancing institutional capacities and reintegration programs. He expressed confidence that new avenues will be explored to expand bilateral cooperation into other fields.
