Higher Education in Morocco Embarked in Dynamic of Local Inclusion, African Openness – Minister

Morocco’s higher education sector has embarked on an ambitious dynamic aimed at strengthening local inclusion, improving governance within the university system and consolidating its African footprint, said Minister of Higher Education, Scientific Research and Innovation Azeddine El Midaoui on Friday in Dakhla.

Speaking at the opening of the first African Summit on Health Systems and Health Sovereignty, initiated by the Mohammed VI Foundation for Science and Health (FM6SS), El Midaoui stressed that this national orientation is built on an ecosystem united around a single mission: serving students, supporting the Kingdom’s major development projects and contributing to the continent’s progress.

The minister noted that one of the main pillars of this policy concerns territorial justice, particularly expanding access to education in rural, mountainous, and remote areas. This approach aims to guarantee equitable access to higher education and health services, within a territorial deployment aligned with the High Royal Instructions, he added.

The minister also commended the quality of the work carried out to develop the Dakhla-Oued Eddahab region, highlighting its strategic position as a natural extension of the Kingdom toward the African continent.

He further emphasized the role of the FM6SS through its territorial outreach, noting that ongoing legislative reforms fully incorporate the need to support the most vulnerable segments of the population and strengthen institutional presence across all regions.

El Midaoui also underscored the strategic importance of South-South cooperation in higher education and scientific research. “Any progress achieved in Africa benefits Morocco, and any progress by Morocco benefits Africa,” he said, expressing the Kingdom’s commitment to increasing the number of African students hosted in Moroccan universities, medical schools and engineering institutes.

This dynamic, he added, will be supported by intensified partnerships with diplomatic missions, training institutions and African institutional actors through exchanges, visits and the establishment of joint programs.
