The Executive Committee Meeting of the Association of Secretaries General of African Parliaments (ASGAP) opened on Thursday in the House of Representatives, under Morocco’s presidency.
Dubbed “Reinforcing the Work of the ASGAP: Examination of the Constitution and Adoption of a Strategic Action Plan,” this meeting features the participation of the ten members of the Executive Committee representing the five regions of Africa.
Through this meeting, the ASGAP aims to reinforce strategic coordination and promote cooperation between African parliamentary administrations, with the goal of fostering the development of parliamentary action on the continent.
Speaking on this occasion, ASGAP President and Secretary General of the House of Representatives Najib El Khadi emphasized that “the challenges facing African parliaments are numerous, but so are the opportunities for progress and collaboration.”
“Our statutes form the foundation that defines our identity, our values, and our common operating rules,” he said, adding that their revision is not a mere administrative formality, but a historic opportunity to affirm African unity, clarify missions, and strengthen legitimacy within the continental and international parliamentary ecosystem.
In the same vein, he noted that the Strategic Action Plan’s mission for the coming years is to promote excellence in parliamentary administration, foster the exchange of expertise and best practices, strengthen team capacities, and position ASGAP as an essential partner in the service of democracy, stability, and development in Africa.
For her part, the Secretary General of the Pan-African Parliament (PAP), Lindiwe Khumalo, noted that the rapid changes taking place in the global system, marked by continental and international challenges, highlight the central role of the ASGAP in advising parliamentary speakers.
Speaking via videoconference, Khumalo emphasized that the discussions planned for this meeting on the Association’s strategic direction are particularly important, as they will contribute to supporting parliamentary diplomacy and strengthening the effectiveness of parliamentary action.
The development of this strategy requires consideration of a range of material, financial, and practical conditions to enable the Association and its secretariat to fully carry out their missions while strengthening their presence and relevance.
The agenda for this meeting includes two sessions, the first focusing on “reviewing the Association’s statutes to ensure their continued relevance and operational effectiveness,” while the second is devoted to “developing the general guidelines for the ASGAP Action Plan and reviewing and refining the draft Action Plan for the future, with a view to further strengthening and modernizing the ASGAP.”
This meeting is part of the Association’s ongoing work, which held its sixth annual meeting on September 27, 2025, at the African Parliament headquarters in Midrand, South Africa, marked by the election of the Secretary General of the House of Representatives, Najib El Khadi, President of the ASGAP.
