The African Union’s Peace and Security Council (AU PSC) underlined that the Skhirat Agreement lays out a credible basis and framework for a lasting political solution to the Libyan crisis.
In a Communiqué published following its meeting on Thursday, June 9, 2026, on the situation in Libya, the AU PSC reaffirms that the Libyan Political Agreement signed on 17 December 2015 in Skhirat, Morocco, as well as the other initiatives conducted under the auspices of the United Nations and resulting from an inclusive process of reconciliation between the Libyan parties, remain among the credible bases and frameworks for a lasting political solution to the Libyan crisis
In this respect, the AU PSC calls upon all Libyan stakeholders to reaffirm their commitment to those frameworks and to accelerate the implementation of the Charter for Peace and National Reconciliation as an integral part of broader efforts aimed at institution-building, reunification and social cohesion.
It also stresses the need for comprehensive and holistic approaches aimed at effectively addressing the structural root causes and factors that sustain the present challenges facing Libya, including targeted policies aimed at promoting youth empowerment, job creation and economic diversification as development goals in their own right, and not solely as counter-radicalisation measures.
It calls for expanded support to local reconciliation initiatives and community-level peacebuilding efforts that complement national political processes and strengthen social cohesion.
The PSC also reiterates its call for the preservation of Libya’s unity, sovereignty, territorial integrity and extends solidarity with the Libyan people who are the real victims of the situation in the country.
