Morocco Takes Part in Congo Basin Climate Commission Council of Ministers in Nairobi

Morocco took part, on Sunday in Nairobi, in the proceedings of the Council of Ministers of the Congo Basin Climate Commission (CBCC), dedicated to reviewing the preparations for the Donors’ Round Table scheduled for May 26 in Brazzaville, Republic of the Congo.

The Kingdom participated in this ministerial meeting through a delegation led by the Minister of Energy Transition and Sustainable Development, Leila Benali, and including the Director of Climate and Biological Diversity, Rachid Tahiri, and the Director of Global Issues at the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, Ismail Chekkori, and other officials.

This ministerial session, which was also attended by the Ministers of Environment and Finance from CBCC member states as well as technical and financial partners, is part of the ongoing regional process aimed at mobilizing funding for the investment plan of priority projects for the Blue Fund for the Congo Basin, the financial tool of the Congo Basin Climate Commission.

It also holds particular significance, marking the tenth anniversary of the creation of the Congo Basin Climate Commission, as well as the first anniversary of the Marrakech Declaration/ESG Mining Framework, developed with African Ministers of Mines to promote a sustainable mining sector with an African definition.

It follows several preparatory steps, notably the focal points meeting held in Brazzaville in October 2025, the donors’ pre-round table organized in Belém on the sidelines of COP30 in November 2025, as well as the experts’ meeting held in Nairobi in January 2026.

On the agenda for this ministerial meeting is the review of recommendations from technical meetings, specifically the finalization and harmonization of priority project briefs, as well as the consolidation of a portfolio of structuring projects aligned with the member countries’ national development plans.

The ministers will also address issues related to the governance of the Blue Fund, namely the designation of state representatives within its decision-making bodies as well as the validation of the legal texts governing its operation. In this regard, Morocco sits on three of these bodies, namely the Executive Committee, the Board of Directors, and the Assembly of Funders.

The Council will review, furthermore, the preparations relating to the extraordinary session of the Conference of Heads of State and Government of the CBCC, scheduled for May 12 in Nairobi, a key step before the Donors’ Round Table. This high-level meeting is expected to endorse the resource mobilization strategy as well as the political and technical documents resulting from the preparatory process.

The Congo Basin Climate Commission (CBCC), initiated during COP22 in Marrakech under the impetus of His Majesty King Mohammed VI, stands out as a structuring framework, carrying an ambitious African vision based on solidarity, shared responsibility, and the sustainable valorization of African natural capital.

Morocco, under the enlightened leadership of His Majesty King Mohammed VI, plays a key role in the dynamics of this regional cooperation, having spearheaded the creation of this Commission during COP22, held in Marrakech in 2016, and the operationalization of the Blue Fund for the Congo Basin, the financial arm of the CBCC.

Additionally, Morocco has chosen to act through an integrated and innovative approach, raising the mitigation ambition of its Nationally Determined Contribution (NDC 3.0) to 53% by 2035, through a portfolio of 90 projects, while strengthening its resilience and adaptation through 107 projects covering ten sectors.

The NDC 3.0 reflects a clear desire to transform climate commitments into genuine levers of development, thanks to a territorialized approach guaranteeing a distribution of investments adapted to the specificities and priorities of each region.
